On September 27, the "New Energy Vehicle Charging Infrastructure Rural Campaign" was officially launched in Yifeng Town, Lankao County—the main venue for Chinese Farmers' Harvest Festival. Hosted by China Association of Automobile Manufacturers, Charging and Swapping Branch and China Electric Vehicle Charging Infrastructure Promotion Alliance, organized by the Lankao County People's Government and China Power Complete Equipment Co., Ltd., the event focused on "High-Quality Development of County-Level Charging Infrastructure".

Mr. Wang Linxian, General Manager of Jicheng Zhitong, delivered a keynote speech titled "Enhancing the Quality of Charging Infrastructure Operation and Maintenance Services" at the thematic conference. The company also showcased its latest smart home AC charging piles and portable AC chargers tailored to rural needs, attracting widespread attention.

Zou Peng, Executive Secretary General of the China Electric Vehicle Charging Infrastructure Promotion Alliance, stated in his speech that under the guidance of national policies, China's new energy vehicle industry has attained remarkable achievements, with the ownership, production and sales volume of new energy vehicles continuously growing. Although certain progress has been made in the construction of charging facilities, the infrastructure in the county-level market still needs to be improved to support the further adoption of electric vehicles. Zou Peng also introduced the upcoming activity of New Energy Vehicles Rural Campaign at Lankao Station, expressing his expectation that through this event, the current situation can be improved and the high-quality development of the rural charging network can be achieved.

Rong Jiaofeng, second-level inspector of the Department of Agriculture and Rural Affairs of Henan Province, delivered a speech themed "Building Rural Green Energy Infrastructure". In her speech, she pointed out that the development of charging infrastructure is crucial for promoting the consumption of new energy vehicles and boosting the rural economy. She mentioned that the No. 1 Central Document and the "14th Five-Year Plan" for the Modern Energy System have clearly defined the goals for rural green energy, and she called on all parties to jointly promote the development of distributed new energy in rural areas. The Department of Agriculture and Rural Affairs of Henan Province will actively formulate policies, promote the planning of the charging network and the construction of infrastructure, and ensure the scientific planning and manageability of the charging infrastructure. She expressed her expectation that through this event, the widespread application of new energy vehicles in rural areas can be achieved.

Fan Lei, Director of the Comprehensive Division of the Energy Bureau of Henan Province, delivered a speech themed "Rural Energy Reformation Facilitates the Adoption of New Energy Vehicles in Rural Areas". Fan Lei stated that as the first pilot county for the rural energy reformation in the country, Lankao County has achieved remarkable results through innovative practices. Clean new energy can not only improve air quality but also promote rural ecological construction and the popularization of green lifestyles. Regarding the construction of charging facilities, he mentioned that the focus will be on their application in rural areas. By upgrading the power grid and building charging points, rural economic development will be accelerated. Fan Lei called on industry professionals to increase investment in R&D and provide new energy vehicles and charging facilities that are more suitable for the rural markets. He expressed his expectation that through collective efforts, the high-quality roll-out of the rural energy reformation can be attained.

Chen Weizhong, Member of the Standing Committee of the Kaifeng Municipal Party Committee and Secretary of the Lankao County Party Committee, delivered a speech, extending a warm welcome to guests for participating in the campaign, which is one of the series of activities of the seventh Chinese Farmers' Harvest Festival. He stated that as the national pilot for rural energy reformation, Lankao County has been accelerating the construction of the State Grid Production Industrial Park and building ten major demonstration projects such as microgrids, the integration of "photovoltaic + clean heating", and "photovoltaic storage, charging and discharging", using the approach "driven by state enterprise supply chain + demonstration of local application scenarios + industry transformation towards greener future". Key projects such as those of Huayao Optoelectronics, Beijing Chunli, and Zhongtian New Energy Equipment have been implemented and achieved results, playing an innovative and exemplary role in the national new energy reformation. It is hoped that through this event, the standardization and improvement of charging infrastructure can be accelerated, the rapidly growing charging demand of electric vehicles can be supported, the rural energy reformation can be promoted, and the sustainable development of the rural economy can be driven forward.

During the event, the People's Government of Lankao County and Henan Dianneng Yichong Technology Co., Ltd. held a signing ceremony for "Unified-Construction-and Unified-Service" project. The two parties will give full play to their respective advantages and deepen cooperation. Dianneng Yichong Company will uniformly plan, construct, operate and maintain the charging infrastructure in Lankao County, and actively promote the construction of charging infrastructure in residential areas, so as to achieve a complete layout, reasonable structure, balanced service and standardized operation, providing support for the rapidly growing charging demand.

Wang Zhen, General Manager of Henan Dianneng Yichong Technology Co., Ltd., shared the practice of China Electric Power's unified construction and unified service charging stations in Lankao County. He mentioned that since 2021, the company has been involved in the rural energy reformation of Lankao County and carried out a lot of exploration in the field of green energy transportation. A national leading zero-carbon village has been built in Lankao, and initial achievements have been made in the integrated source-grid-load-storage system of the green power industrial park and the layout of photovoltaic storage and charging of charging piles. The operation data of the provincial-level charging demonstration station at the Lankao Stadium shows the huge potential of the county-level market. In the future, Henan Dianneng Yichong will actively cooperate with partners to create and promote the "Lankao Model of Unified Construction and Unified Service" for charging infrastructure, promote the high-quality development of the county-level charging infrastructure system, serve the rapid growth of electric vehicles, and support the economic development of rural areas.

Zhao Jian emphasized that TELD has accumulated rich technical experience amidst the rapid adoption of EV in China. In the future, the charging method will evolve towards unmanned operation, relying on technologies such as wireless charging and intelligent robots to promote the intelligence of charging infrastructure. Through an intelligent dispatching system, charging will become more efficient and orderly. The intelligence and networking of charging piles will provide strong support for future energy management.

Zhang Shanwei, General Manager of Henan Region of Huawei Digital Power Technology Co., Ltd., delivered a speech with the theme of "Jointly Building High-quality Charging Infrastructure, Creating New Productive Forces in Counties, and Boosting Rural Revitalization". Zhang Shanwei mentioned that Huawei has made multiple technological advancements in the field of new energy vehicles. He stated that Huawei's digital and automated solutions will provide strong support for the future automotive industry, contribute to the development of the country's new energy vehicles, and promote the development of new energy industry in Lankao County and across the country.

Liu Wenfeng, Regional Director of Bull Group Co., Ltd., delivered a keynote speech titled "Integrated Value Service of Bull's Photovoltaic, Energy Storage and Charging Equipment". He emphasized the importance of charging infrastructure for the popularization of new energy vehicles and the development of the rural economy. He pointed out that currently, the number of public charging piles below the county level is still insufficient and their utilization rate is low, and there is an urgent need to establish a charging network covering both urban and rural areas. Liu Wenfeng suggested integrating resources to improve operational efficiency, and combining distributed photovoltaic and energy storage technologies to render charging scenarios greener and more intelligent.

However, the number of public charging piles below the county level is relatively low and their utilization rate is not ideal, which restricts the profitability. He suggested that a comprehensive layout across the region will improve overall operational efficiency.

In the concluding remarks, the host expressed gratitude to all the attendees and keynote speakers for their wonderful sharing. He pointed out that the purpose of this conference was to promote the development of new energy vehicle infrastructure in counties, promote the popularization and application of new energy vehicles, and improve the layout of charging infrastructure, providing recommendations for provincial and municipal governments. He called on enterprises and local governments to actively communicate and cooperate. He also stated that EVCIPA would continue to build a cooperation platform to facilitate communication and cooperation among the government, industry organizations, and enterprises.
Concluding Remarks
During the event, activities such as exhibition of new products and technologies of charging piles, as well as inspection tours were organized. Participants visited the source-grid-load-storage project site of the State Power Investment Corporation's new energy industrial park, Dingyang Community, and the zero-carbon power distribution area in Fulou Village, to gain on-site understanding of the implementation of the "unified construction and unified service" model and the development of zero-carbon villages.
